Whether you’re a DC resident or visiting from out of state, you’re eligible to register. Adults aged 21 and older can even self-certify, skipping the doctor’s visit entirely. Once registered, you’ll receive a temporary card that gives you immediate access to dispensaries.

Instant Access with Temporary Registration
Once you submit your application, you’ll receive a temporary digital card valid for 30 days while the Alcoholic Beverage and Cannabis Administration (ABCA) reviews your application.
Who's Eligible?
- DC Residents 21+: Self-certification is available—no medical appointment required.
- Residents under 21: Must obtain a recommendation from a licensed healthcare provider.
- Minors (Under 18): A parent or legal guardian must apply on their behalf with a healthcare provider’s recommendation and designate a caregiver.
No Fees – Long-Term Validity
- There’s currently no application fee.
- Once approved, your medical cannabis card is valid for up to 6 years from the date of issuance.
How to Apply
While applying online is the quickest method, you can also:
- Email your application to: ABCA.CannabisInfo@dc.gov (Subject: “Patient Application”)
- Mail or drop it off in person to the ABCA office
Requesting a Physical Card?
If you’d like a printed card mailed to you (or need a replacement), there’s a $10 fee. Just select “Card Request” during the application process. A payment link will be sent when your request is processed.
DC Medical Cannabis Cards for Non-DC Residents
Not a DC resident? No problem. Visitors from any U.S. state or territory, as well as international travelers, can apply for a temporary DC medical cannabis card to access local dispensaries.
No Doctor Visit Required
You can apply online quickly and easily—no doctor’s note necessary. Once approved, you’ll get a temporary digital card you can use to shop immediately.
Choose a Validity Period
- Select the timeframe that fits your visit:
- 3-day card – $10
- 30-day card – $20
- 90-day card – $50
- 180-day card – $75
- 365-day card – $100
How to Apply
The easiest method is through the online portal, but you may also:
- Email your application to: ABCA.CannabisInfo@dc.gov (Subject: “Non-Resident Patient Application”)
- Mail or hand-deliver your form to the ABCA office
Already Have a Medical Card from Another State?
Good news! DC offers reciprocity to patients with valid medical cannabis cards from other U.S. states with regulated programs.
How Reciprocity Works
To qualify, your card must be:
- Issued by a state or territory with a recognized medical cannabis program
- Backed by government authority (not a private membership or club)
Even if your home state doesn’t recognize DC’s program, you can still shop in DC as long as your card is valid.
